COMMISSIONERS PRESENT: Vern Cooney, Roy Curless, Richard Leonard, Marty McClelland, Mervin Moe, Bonnie Neely, Roger Rodoni (9:03), & Bill Strickland COMMISSIONERS ABSENT: Cherie Arkley, Jeff Farley, & John Woolley STAFF PRESENT:
The meeting was called to order at 9:01 a.m. in the Board of Supervisor's Chambers, County Courthouse, Chairman McClelland presiding.
4. APPROVAL OF MINUTES OF MARCH 27, 2002 THE MOTION WAS MADE (Moe/Curless) to approve the Minutes from the January 23, 2002 meeting. THE MOTION PASSED 5-0. Alternates Cooney & Strickland present, but not voting.
5. PUBLIC HEARINGS: CITY OF TRINIDAD NEGATIVE DECLARATION & EXTENSION OF WATER SERVICE Kirk Gothier, LAFCo staff, said staff recommends the hearing be continued to allow the city’s attorney to review comments made by LAFCo counsel. The requested continuation date is May 22, 2002. Chairman McClelland asked if the project would need to be re-noticed. Carolyn Ruth noted she had spoken with the Mr. Guttero, the city’s attorney, and spoke about the required findings and need to re-notice if the project was modified substantially. BY ORDER OF THE CHAIR, the public hearing for the City of Trinidad Negative Declaration and Extension of Water Service was continued to May 22, 2002.
6A. NEW BUSINESS: DRAFT LAFCO BUDGET FOR FISCAL YEAR 2002-2003 Kirk Gothier said all the districts and cities have been given notice and a copy of the budget. To date, there have been no comments given on the proposed budget. Staff recommends that the public hearing for the final budget be held on May 22, 2002. BY ORDER OF THE CHAIR, the public hearing on the final LAFCo budget will be held on May 22, 2002. 6B. NEW BUSINESS: SELECTION OF COMMITTEE TO REVIEW NOMINATION FOR ALTERNATE PUBLIC MEMBER Chairman McClelland asked for volunteers to be on the Selection Committee. Commissioners Neely, Leonard, and Curless all volunteered to review nominations. Commissioner Neely volunteered to chair the committee. They will report back to the Commission at the May 22, 2002 meeting.
7. PUBLIC APPEARANCES No one appeared before the Commission to present testimony.
